What’s with this new rule in effect at Torrey Pines?

Tapping the spike marks; that's the new golf rule which is now being implemented at Torrey Pines. Some pros said that it will be lots of discussion and debate on this new rule, specially Rory McIlroy. Rory has been known to question some of the rules in the past, but he has his own views that justifies his remarks. As a result, golfers are now spotted arriving wearing spikeless shoes just to prevent damage to the greens.
